HTVFD Junior Firefighter Program(Ages 16-17)
A. Application & Jurisdiction
- Applicants must submit an application signed by a parent/guardian and present a valid work permit.
- The Department has jurisdiction over the program, with oversight by the Vice President and Line Officers.
- Where rules are absent, HTVFD Bylaws and Standard Operating Guidelines (SOGs) apply.
- All participants must be 16 or 17 years old.
- Program governed by Pennsylvania’s Child Labor Laws.
- The Vice President maintains a log of service hours. (See Appendix A for hour-limits.)
- Must maintain a minimum GPA of 2.0 to participate.
- Juniors cannot leave school during class for calls or activities.
- Department insurance covers juniors during all official functions.
- Zero tolerance for alcohol or controlled substances on HTVFD property or functions; violations reported to authorities.
- Strong encouragement to attend fire school, trainings, meetings, fundraisers, and other functions.
- Juniors must understand the chain of command (line & administrative).
- Approval from the Fire Chief required before enrolling in external fire department courses.
- On arrival at calls, juniors are assigned by the Officer in Charge to an apparatus if space is available; otherwise, they await assignment.
- Juniors are not allowed to respond to Mutual Aid or HAZMAT calls.
- Must always stay within arms-length and voice distance of apparatus driver or senior member during calls.
- Issued equipment must be maintained; all departmental gear must be returned upon leaving or when asked.
- Use of personally purchased equipment is allowed only with Fire Chief approval.
- Juniors may carry an access key fob / card to HTVFD buildings.
- Exterior Firefighting (under direct supervision):
• Fire suppression with hose lines
• Setting/ascending ladders (to 10 ft)
• Ventilation (positive pressure)
• Exterior salvage
• Establishing water supply - Interior Firefighting (age 17 only) under special conditions (per “Act 155 Interior Firefighting Training” and with signed permission).
- Call Activities (once incident is “under control” and outside hot zone):
• Exterior operations (hose work, ladders)
• Salvage (debris removal, cleanup)
• Assist at vehicle extrication (airbag use)
• Support roles: food/drinks, rehab station setup
- Operate aerial ladders, jack tools, pumps, or drive emergency vehicles
- Enter burning structures
- Perform rescue in tunnels, shafts, trenches
- Use power tools (saws, cutting equipment), elevators, or engage in elevator rescues
- Operate at HAZMAT incidents involving paint, radioactive materials
- Work on roofs or at structural collapse scenes
- Be in trucks, railcars, conveyors for loading/unloading
- Respond on State highways/open roads (speed limit ≥ 35 mph)
- Use ladders, scaffolds, or similar equipment
- Perform any duties beyond the scope defined above
