1. Prior to being accepted into the Department, he/she will submit an application containing the signature of a parent or legal guardian and a valid work permit.
2. All Junior Firefighters will be governed in accordance with the Commonwealth of Pennsylvania’s Child Labor Laws. The Vice President shall log the hours of Junior Firefighters.
3. Junior Firefighters must attend school to be involved in any Fire Company function or call.
4. Firefighters enrolled in high school are not permitted to leave school while in session for any fire call or department activity.
5. All Junior Firefighters will be 16 or 17.
6. The Department will have jurisdiction over the Junior Firefighters and will ultimately be overseen by the Officer/Officers in charge of Juniors.
7. No Junior Firefighter may enroll in any Fire Department-related classes without the approval of the Fire Chief.
8. Junior Firefighters are encouraged to complete the Essentials of Firefighting program and any other class that will aid in their development as an Emergency Responder.
9. Upon arriving at the station, Junior Firefighters will be instructed on what apparatus to respond on by the Officer in charge or Senior Member in charge. If all positions on the responding unit are filled, Junior Firefighters are to wait to respond on another responding unit if there is sufficient room to do so.
10. Upon arrival at the scene, the Junior Firefighters will be given instructions and assigned to a Senior Firefighter.
11. Junior Members are prohibited from driving any piece of fire apparatus.
12. Junior Firefighters who are under the influence or have possession of alcohol or any other controlled substance on Fire Company property or at a call or Company function will be reported to the local authorities.
13. Any and all equipment issued to the Junior Firefighter shall be kept in good repair and maintained to Fire Company specifications. Upon receiving new equipment or leaving the Fire Company, any and all Company property must be turned back into the Officer/Officers in charge of gear. Junior Firefighters may use equipment that was personally purchased upon the approval of the Fire Chief.
14. Junior Firefighters are permitted to possess a key to any fire department building.
15. Junior Firefighters should make a concerted effort to attend fire school, training nights, work details, fundraisers, company functions, and meetings.
16. Junior Firefighters shall learn the chain of command and how it is applied to the Fire Service.
17. Junior Firefighters will be covered under the Fire Company’s insurance during all fire department functions and calls. 18. Junior Firefighters 16 and 17 years of age are prohibited from engaging in Department activities during the school year between the hours 11:00 pm and 6:00 am, unless already on a call. There is no limit during summer recess or non-school nights.
19. All Junior Firefighters must be out of the fire station and off of Fire Company property at 11:00pm unless on a call, working a function, or given expressed permission from the Fire Chief.
20. Junior Firefighters who have a Pennsylvania Junior Driver’s License are permitted by the state to drive after the 11:00 pm curfew to and from emergency calls only.
21. Where the Junior Firefighter Rules and Regulations do not apply, the Department’s ByLaws control.
22. This version of the Junior Firefighters Rules and Regulations will immediately supersede any previous Junior By-Laws, Rules, or Regulations.
23. Permitted activities of Junior Firefighters 16 and 17 years of age:
a. Junior Firefighters 16 and 17 years of age are permitted to participate in the following training activities:
i. Participate in “exterior” fire suppression activities under the following conditions:
1. Juniors must have completed a training course equal to the standards for basic firefighting Introduction to the Fire Service, Fire Ground Support, and Exterior Firefighter
2. The Junior Firefighter must be under the direct supervision and control of the Fire Chief or a trained experienced Officer over 21 years of age. Direct supervision means that the Officer must be within speaking distance of the Junior Firefighter.
ii. Attacking fire with hose lines as part of exterior operations
iii. Setting ladders
iv. Setting up Positive Pressure Ventilation as part of exterior operations
v. Exterior salvage operations
vi. Establishing water supply
b. While on calls, Junior Firefighters 16 and 17 years of age may participate in the following activities:
i. Clean up activities which include rolling hose, cleaning equipment, putting away portable tools, removing debris
ii. Juniors will be limited to operations outside of the fire building and outside the collapse zone
iii. Juniors may only perform activities after the incident has been determined to be under control by the Incident Commander
iv. Juniors may assist in providing food
v. Juniors may assist in setting up and running rehab
c. Juniors Firefighters 16 and 17 years of age are prohibited from participating in the following activities:
i. Operating an aerial ladder/platform or hydraulic jack
ii. Using rubber electric gloves, insulated wire cutters, life nets, or acetylene cutting torches
iii. Operating the pumps of any fire vehicle at the scene of a fire
iv. Driving a fire truck, ambulance, or any other official emergency vehicle
v. Entering a burning structure
vi. Operating high-pressure hose lines (water, air, or hydraulic), except during training activities
vii. Ascending ladders except during training activities
viii. Juniors are not permitted to perform rescue operation in tunnels shafts, or trenches
ix. Juniors are not permitted to perform emergency operations in or around mines, strip mines, or quarries
x. Juniors are not permitted to participate in the response to an incident known to involve paint products Hampton 
xi. Juniors are not permitted to participate in incidents involving radioactive substances
xii. Juniors are not permitted to perform rooftop ventilation or any other work on any roofs
​xiii. Juniors are not permitted to operate acetylene torches, cutting or crushing equipment, or respond to structural collapse incidents
