Hampton Township Volunteer Fire Department

​A.  Prior to being accepted into the Department, he/she will submit an application containing the signature of a parent or legal guardian and a valid work permit.
 
B.  The Department will have jurisdiction over the Junior Firefighters program; the Vice President and Line Officers will oversee the Junior Firefighters.
 
C.  Where the Junior Firefighter Rules and Regulations are not in place, the Department’s Bylaws and SOGs control.
 
D.  All HTVFD Junior Firefighters will be 16 or 17 years old.
 
E.  All Junior Firefighters will be governed in accordance with the Commonwealth of Pennsylvania’s Child Labor Laws. The Vice President shall manage the log of Junior Firefighters hours of service.  See Appendix A for “hours of employment” information.
 
F.  Junior Firefighters must attend school to be involved in any HTVFD function or call.  As required by the State, a letter will be sent to the School District informing them of the Junior’s participation.  Grades must be kept at or above a 2.0 GPA
 
G.  Junior Firefighters enrolled in high school are not permitted to leave school while in session for any fire call or department activity.
 
H.  Junior Firefighters will be covered under the applicable HTVFD insurance during all fire department functions and calls.
 
I.  Junior Firefighters who are under the influence or who are in possession of alcohol or any other controlled substance on HTVFD property or at a call or HTVFD function will be reported to the local authorities.
 
J.  Junior Firefighters should make a concerted effort to attend fire school, training nights, work details, fundraisers, company functions, and meetings.
 
K.  Junior Firefighters shall learn the HTVFD Line Officer and Administrative Officer chain of command and how it is applied to the Fire Service.
 
L.  Junior Firefighters may not enroll in any Fire Department-related classes without the approval of the Fire Chief.
 
M.  Junior Firefighters are encouraged to complete the Essentials of Firefighting program and any other classes that will aid in their development as an Emergency Responder.
 
N.  At the time of a call, upon arrival at the station, Junior Firefighters will be instructed by the Officer in Charge or a senior member on which apparatus to board.  If all positions on the initial responding units are filled, Junior Firefighters will wait to respond on another responding unit if there is room to do so.
 
O.  Juniors may not respond to Mutual Aid and / or HAZMAT calls
 
P.  Upon arrival at the scene, the Junior Firefighters will be assigned to stay close (arms length and voice command distance) to the apparatus driver or other senior member.  The driver or senior member will oversee the Junior on the scene.  Additional restrictions and guidance is outlined below.
 
Q.  All equipment issued to the Junior Firefighter shall be kept in good repair and maintained to Department specifications. Upon receiving new equipment or leaving the Fire Company, any and all Company property must be turned back into the Officer/Officers in charge of gear. Junior Firefighters may use equipment that was personally purchased upon the approval of the Fire Chief.
 
R.  Junior Firefighters are permitted to possess a key fob / access card to HTVFD buildings.
 
S.  Permitted activities of Junior Firefighters 16 and 17 years of age:
 
1.  Junior Firefighters 16 and 17 years of age are PERMITTED to participate in the following TRAINING activities:
  1.  Exterior fire suppression activities under the following conditions:
i. Juniors must have completed a training course equal to the standards for basic firefighting
“Introduction to the Fire Service”, “Fire Ground Support”, and “Exterior Firefighter”
ii. The Junior Firefighter must be under the direct supervision and control of the Fire Chief
or a trained experienced Officer over 21 years of age. Direct supervision means that the Officer must be within speaking distance of the Junior Firefighter
iii. Attacking fire with hose lines as part of exterior operations
  1. Setting ladders and ascending to 10 feet
  2. Setting up Positive Pressure Ventilation as part of exterior operations   
  3. Exterior salvage operations
  4. Establishing water supply
 
2.  Junior Firefighters who are 17 years old are PERMITTED to participate in interior firefighter TRAINING in certain, limited circumstances.  See the ‘Act 155 Interior Firefighting Training’ document and permission form.  The form must be signed by the Junior’s parent or guardian and the Department’s Chief.  A copy will be filed in the Department’s personnel files and the original shall be given to the Fire Training Instructor.
 
3.  Junior Firefighters 16 and 17 years of age who have successfully completed training equal to the standards for basic firefighting curriculum established by the State Fire Commissioner, are PERMITTED to participate in the following CALL activities outside of the fire building, outside of the fire building collapse zone / incident hot zone and AFTER the incident has been determined “under control”:
 
  1. Exterior operations
i. Establishing water supply
ii. Attacking the fire with hose lines
iii. Setting ladders
iv. Setting up Positive Pressure Ventilation
v. Salvage operations including debris removal, hose rolling hose, cleaning equipment, putting
away portable tools, etc.
                                vi. Assist at vehicle extrication and other types of rescue including the use of air bags
b.  Assist in providing food / drinks
c.  Assist in setting up and running rehab
 
4.  Juniors Firefighters 16 and 17 years of age are PROHIBITED from participating in the following activities:
 
a.  Operating an aerial ladder/platform or hydraulic jack
b.  Using rubber electric gloves, insulated wire cutters, life nets, or acetylene cutting torches
c.  Operating the pumps of any fire vehicle at the scene of a fire
d.  Driving a fire truck, ambulance, or any other official emergency vehicle
e.  Entering a burning structure
f.  Operating high-pressure hose lines (water, air, or hydraulic), except during training activities (see
above)
g.  Ascending ladders except during training activities  (see above)
h.  Juniors are not permitted to perform rescue operations in tunnels shafts, or trenches
i.  Juniors are not permitted to pilot (operate) any water rescue boat or vessel
j.  Juniors are not permitted to operate elevators or participate in elevator rescues
k.  Juniors may not participate in emergencies at firework plants, retailers or in support of public safety
for a public display
l.  Juniors are not permitted to perform emergency operations in or around mines, strip mines, or
quarries
m.  Juniors are not permitted to participate in the response to a HAZMAT incident known to involve
paint and / or radioactive substances
n.  Juniors are not permitted to perform rooftop ventilation or any other work on any roofs
o.  Juniors are not permitted to operate acetylene torches, cutting or crushing equipment, or respond
to structural collapse incidents
                p.  Juniors are not permitted to operate circular saws, wood chippers and abrasive cutting discs.
                q.  Juniors are not permitted to operate on and must remain in the apparatus on State roads and / or
roads with speed limit of 35 MPH or higher  - sections of highway open to the public for
vehicular travel such as automobile accidents on or next to public roads
                r.  Juniors are not permitted to work requiring the use of ladders, scaffolds, or their substitutes.
                s.  Juniors are not permitted on trucks, railcars and conveyors for the loading or unloading of goods
 
T.  This version of the Junior Firefighters Rules and Regulations will immediately supersede any previous Junior By-Laws, Rules, or Regulations.
